Rosanna Eva Isselt-Agard, LL.M.

Rosanna Eva Isselt-Agard, LL.M. is an attorney, legislative lawyer, and strategic legal consultant with over 25 years of experience in legal practice, legal reform, and institutional modernization. As the founder of Agard Advocatuur & Legal Consultancy, she leads a multidisciplinary firm operating at the intersection of legal protection and lawmaking.

She combines in-depth legal expertise with administrative sensitivity and has a proven track record in drafting, revising, and implementing legislation and regulations in areas such as environmental law, mining legislation, environmental law, financial and economic law, children's rights, and governance. Her work includes both individual litigation and complex consultancy assignments for ministries, interdepartmental committees, and multilateral partners.

Isselt-Agard, LL.M. is, among other things, the chief architect of Suriname's Draft Mining Act and the accompanying model agreement and implementing decrees. She provided legal input to the Sustainable Nature Management Act, developed the draft bill for the protection of children in the media, and was involved in the evaluation and revision of the Nuisance Act. She also advised on financial and economic legislation in her role as a lawyer at the Central Bank of Suriname.

Her approach is characterized by analytical depth, strategic planning, and a strong focus on feasibility and legal quality.
